What is a disabled refuge system?

In the event of a fire or emergency, it’s vital that everyone can reach safety, including those who may have difficulty using stairs or fire escapes. That’s where Disabled Refuge Systems, also known as Emergency Voice Communication systems, come in.
These EVC systems provide a safe, designated space, typically on stairwell landings or along escape routes, where individuals can wait for assistance. A two-way, fire-resistant communication link allows direct contact with building management, fire wardens, or the emergency services, ensuring help is on the way.
At Hoyles Fire & Safety, our engineers are fully trained to deliver high-integrity systems tailored to your building layout, occupancy type, and fire strategy. We work with industry-leading EVC products and provide full documentation and commissioning certificates as standard.
As part of the LS Fire Group, we’re an industry and market leader in the field of fire safety operating in Leeds, Bradford, and Huddersfield, as well as offering a nationwide service with the help of our partner brands.
Who needs a disabled refuge system?
Under the Equality Act 2010 (formerly the Disability Discrimination Act) and UK fire safety legislation, an EVC system is a legal requirement in most multi-storey non-domestic buildings, including:
- Offices
- Hospitals and care homes
- Universities and schools
- Hotels and hospitality venues
- Public buildings and transport hubs
- Large retail or entertainment premises
If your building has multiple floors, mezzanines, or complex escape routes, a disabled refuge system is not only best practice, it’s likely mandatory.
